SDG 10.6.10 Reasonable Accommodation Policy and Funded Mechanism for Persons with Disability
Universitas Islam Internasional Indonesia
Universitas Islam Internasional Indonesia (UIII) has, as a body, a reasonable accommodation policy for persons with disabilities that is implemented through a standing, budget-funded mechanism. Rector’s Decree No. 40A/R/2025 of 28 May 2025 established the Technical Implementation Unit for Disability Services to give effect, within the University, to Government Regulation No. 13 of 2020 on Reasonable Accommodation for Students with Disabilities and Minister of Religious Affairs Regulation No. 1 of 2024 on Reasonable Accommodation for Students with Disabilities in education units under the Ministry. The decree charges all costs of the unit and its services to the University budget. Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025 extends the duty of accommodation to every work unit, and in its QS World University Rankings: Sustainability submission UIII reported a reasonable adjustment policy for persons with disabilities. Like other leading universities, UIII applies this policy in four areas: the protection of persons with disabilities in employment; accommodation in study, from selection to graduation; housing and the built environment; and the funding that makes these measures sustainable (Table 1).

1. Reasonable Accommodation Policy
1.1. Rector’s Decree No. 40A/R/2025
The decree turns the national obligation of reasonable accommodation into a University mechanism. It establishes a standing unit, accountable to the Rector, with a Head, a Secretary and implementing staff, and gives it the tasks of planning disability services; formulating technical policy and the norms, standards, procedures and criteria for service delivery; delivering and managing disability services, including training and advocacy, cooperation, assessment and competency development; and evaluating and reporting to the Rector. Government Regulation No. 13 of 2020 defines reasonable accommodation as the appropriate modifications and adjustments needed to guarantee that students with disabilities enjoy and exercise their rights on an equal basis, and requires education providers, including higher education institutions, to provide it; the decree is UIII’s implementation of that obligation.

1.2. Strategy across the University
Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025, issued on 2 January 2025 and binding on all work units, lecturers, staff and students, sets the strategy within which accommodation is provided:
1. UIII provides equal opportunities, access and services regardless of physical ability and other characteristics;
2. every work unit must develop disability-friendly programmes and services and integrate inclusion into academic and public services;
3. the rights of vulnerable groups, including people with disabilities, are guaranteed, and disability-friendly facilities must be provided in all faculty buildings and work units;
4. the Disability Services Unit, the Counselling and Mental Health Services Unit and the PPKS Task Force receive complaints, provide assistance and follow up cases, and sanctions apply to anyone proven to have discriminated.

2. Persons with Disabilities in Employment
Law No. 8 of 2016 on Persons with Disabilities requires government institutions, including state universities, to employ persons with disabilities as at least 2 per cent of their workforce (Art. 53). UIII’s staff recruitment is open and merit-based: its open calls are addressed to Indonesian citizens and foreign nationals alike and selection is “conducted solely on the basis of individual merit”, and the 2025 Circular prohibits discrimination on grounds of physical ability. Staff with disabilities have access to the Disability Services Unit, to CMHS counselling and to accessible workplaces, with lifts, accessible toilets and step-free routes in every building. In December 2025 it had 169 employees, of whom 2 reported a disability, or 1,18 per cent (Table 1).
Table 2. Employees with disabilities, 2025.
| Indicator | Value |
|---|---|
| 10.5.1 Number of employees, December 2025 | 169 |
| 10.5.2 Number of employees with disability, 2025 | 2 |
| Proportion of employees with disabilities | 1,18% |
According to the records of the Directorate of Organization, Personnel and Law, UIII had 169 employees in December 2025, all employed full time: 53 lecturers and 116 administrative staff.

| Category | Employees | Employees with disabilities |
|---|---|---|
| Lecturers | 53 | 0 |
| Administrative staff | 116 | 2 |
| Total | 169 | 2 |
Employees who report a lot of difficulty, or cannot do at all, at least one of the functions in the Washington Group Short Set on Functioning (seeing, hearing, walking, remembering or concentrating, self-care, communicating), or who are recorded as persons with disabilities in personnel records Data: This data is based on the reports from the work units where the two employee are assigned.
3. Accommodation in Study
Reasonable accommodation is provided at each stage of a student’s path:
1. Admission: Rector’s Regulation No. 17 of 2021 requires admission without distinction of disability (Art. 3(d)); the admissions guidance encourages individuals with disabilities to apply; and applicants’ conditions are verified through certified medical and psychological assessment so that accommodation can be planned for the document review and interview.
2. Funding of study: the affirmative scheme of the Indonesia Endowment Fund for Education (LPDP) opens fully funded places at UIII for persons with disabilities; UIII’s own full scholarships cover tuition, living allowance, settlement allowance, health insurance, book and research allowances; and applicants in financial need may request a full waiver of the application fee.
3. Psychological support: the Counselling and Mental Health Services (Rector’s Decree No. 40/R/2025) provide free, confidential individual, crisis and career counselling, in person and online, to students and staff, including those with psychosocial disabilities.

4. Housing and the Built Environment
Students live on campus in the men’s and women’s dormitories, each eight storeys and 12,625 m², which are linked to the faculties, the library and the mosque by a pedestrian network with tactile paving. Both dormitories have lifts and accessible toilets, as do all other operational buildings, together with ramps, tactile guiding paths and reserved parking (see indicator 10.6.7). UIII’s full scholarships are integrated with affordable on-campus housing. Accommodations with facilities for people with disabilities are available on the first floor of both the men’s and women’s dormitories.
Health care is close at hand: a campus clinic provides first aid and primary examinations, and Sentra Medika Cisalak Hospital, which adjoins the campus through a dedicated gate under a memorandum of understanding of 7 November 2024, can provide emergency, specialist and ambulance services in under five minutes.
5. Funding of the Mechanism
Accommodation at UIII is funded from the University’s own budget rather than left to ad hoc arrangements:
1. Disability Services Unit: Rector’s Decree No. 40A/R/2025 provides that all costs arising from its implementation are charged to the University budget.
2. Counselling and Mental Health Services: Rector’s Decree No. 40/R/2025 likewise charges all costs of the unit to the University budget, so that counselling is free for students and staff.
3. Scholarships: since 2021 UIII has awarded 793 scholarships under ten schemes, 628 of them full UIII scholarships and 161 to the 2025 intake; the LPDP affirmative scheme funds places for persons with disabilities.
4. Accessible infrastructure: ramps, lifts, accessible toilets and tactile paths are built into and maintained as standard features of every operational building.
6. Implementation in 2025 and Next Steps

UIII’s SDG 10 report for 2025 sets the next step as reporting the numbers of students and staff with disabilities. UIII and the National Commission for Disabilities (KND) agreed to draft a memorandum of understanding and to extend accommodations in selection and study, including sign-language interpreters, adaptive interviews and support for English proficiency tests.
