STRENGTHEN THE MEANS OF IMPLEMENTATION AND REVITALIZE THE GLOBAL PARTNERSHIP FOR SUSTAINABLE DEVELOPMENT

SDG 17 Partnerships for the Goals
SDG 17 Partnerships for the Goals

Executive Summary

This report presents the evidence of Universitas Islam Internasional Indonesia (UIII) on Sustainable Development Goal 17, Partnerships for the Goals, for the reporting year 2025 (January to December). For a young university, partnership is the means by which its sustainability work reaches beyond the campus: with universities, governments, financial institutions, international organisations and communities. Section 1 documents research and international collaboration on the SDGs, and Section 2 documents the agreements signed in 2025, the visits and joint activities through which they were carried out, international programmes for students from fragile settings, and UIII’s participation in international sustainability reporting, each mapped to the SDG 17 targets and to the THE Sustainability Impact Ratings indicators.

Agreements. In 2025 UIII signed memoranda of understanding with international universities (the University of Western Australia, Al-Azhar University and Hartford International University for Religion and Peace), Indonesian universities, the Depok City Government, civil society and industry, and operational cooperation agreements with partners including the University of Oxford, Mahidol University, the Hajj Fund Management Agency, the Indonesia Stock Exchange and the Ministry of Foreign Affairs.

Collaboration in practice. Partners from embassies, international organisations and universities visited UIII throughout the year, and joint activities included the International Conference on Human Fraternity, an Australian Volunteers Program placement at the Jusuf Kalla Library, a consultation with the Regional Director of the International Committee of the Red Cross and a public lecture by the Ambassador at Large of the Netherlands.

Global solidarity in education. With the Government of Indonesia, the Norwegian Ministry of Foreign Affairs and the Netherlands, UIII provides fully funded study for Afghan students, including master’s and doctoral study for Afghan women, and it joined the League of Islamic Universities.

SDG reporting. UIII publishes reports on its progress against all 17 SDGs, contributes data to UI GreenMetric and the QS Sustainability ranking, and Scopus records 106 UIII-affiliated documents published up to 2025 that are mapped to the SDGs, 32 of them to SDG 17.

The table below summarises the main figures.

Section 1: Research and International Collaboration for the SDGs

Scopus (affiliation ID 60196810) records 106 UIII-affiliated documents published up to 2025 that are mapped to the SDGs, by more than 80 UIII authors, of which 32 are mapped to SDG 17, the largest number for any goal, followed by SDG 8 (29), SDG 4 and SDG 10 (17 each), SDG 9 (16), SDG 13 and SDG 16 (15 each) and SDG 12 (12). UIII lecturers and international students from 29 countries, most of them low- and lower-middle-income economies, carry this research into collaborations with partners in the Global South, and the University’s partnerships in 2025 opened further channels for joint research: a research consortium visit from Northwestern University’s Buffett Institute for Global Affairs, a research visit from the University of Birmingham on religious studies, academic exchange with the University of Oxford, and a dialogue with An-Najah National University on constitutional governance.

Section 2: Partnerships for the Goals in 2025

UIII builds partnerships in two steps: memoranda of understanding (MoU) set out shared aims and the scope of collaboration, and cooperation agreements (Perjanjian Kerja Sama, PKS) commit the parties to specific activities, resources and timelines. This section presents the agreements signed in 2025, the visits and joint activities through which partnerships were carried out, programmes for students from fragile settings, and UIII’s participation in international SDG reporting.

3. Visits and Joint Activities with Partners

SDG 17 alignment: Targets 17.6 and 17.16

Date: January–December 2025. Unit: Rectorate; Office of International Relations and Partnerships; faculties.

International partners visited UIII throughout 2025 to develop cooperation (Table 5), and joint activities put partnerships into practice. UIII co-organised the International Conference on Human Fraternity with the Higher Committee of Human Fraternity (29–30 July 2025), which launched the Indonesian Institute for Human Fraternity. Through the Australian Volunteers Program of the Australian Government, Peter Morley has served since 24 February 2025 as scientific research and publication adviser at the Jusuf Kalla Library, strengthening research governance and leading an academic writing workshop for the Faculty of Education on 8–11 September 2025, and a second volunteer, Ari Stoltze, supported institutional development. On 13 February 2025 the ICRC Regional Director for Asia and the Pacific, Regis Savioz, held a focus group discussion with UIII students on the results of the seventh Certificate Course on International Humanitarian Law and Islamic Law and on joint research, field studies and guest lectures, and on 20 May 2025 the Netherlands’ Ambassador at Large, Aldrik Gierveld, gave the public lecture “Navigating Turbulence: Toward New Paradigms in Foreign Policy”.

4. Global Solidarity and SDG Reporting

SDG 17 alignment: Targets 17.2, 17.9 and 17.18

UIII serves as the academic home of international scholarship programmes for students from fragile settings. Under the PEMRI-UIII scheme with the Government of Indonesia (Indonesian AID), Afghan students receive fully funded master’s study, with travel provided by Indonesian AID and tuition, living costs, visas, health insurance and academic mentoring by UIII. Under the Norway–UIII Scholarship for Afghan Women, funded by the Norwegian Ministry of Foreign Affairs until September 2026, and the Netherlands–UIII scholarship, Afghan women study for master’s degrees (Norway–UIII) and doctoral degrees (Netherlands–UIII), with academic, research and integration support and reporting to the donors. UIII also completed its admission to the League of Islamic Universities (Rabitat al-Jami‘at al-Islamiyah), a network of Islamic universities in the Middle East, Africa and Asia.

UIII reports publicly on its contribution to the SDGs. It publishes a report on its progress against each of the 17 SDGs for 2025, of which this report is one, and its evidence on education for the SDGs. It contributes data to UI GreenMetric World University Rankings and to QS World University Rankings: Sustainability, international exercises that collect comparable data on sustainability across universities, and its Green Campus Task Force (Rector’s Decree No. 46B/R/2025) coordinates the collection of this data.

Section 3: Conclusion

The evidence in this report shows that partnership is how UIII carries its sustainability work beyond its campus. Targets 17.6, 17.16 and 17.17 are served by twelve memoranda of understanding and ten cooperation agreements signed in 2025 with universities in Australia, Egypt, the United States, the United Kingdom, Thailand and Indonesia, with the Depok City Government, BPKH, the Indonesia Stock Exchange and the Ministry of Foreign Affairs, and with industry and civil society, and by visits and joint activities with embassies, the European Union, the ICRC, the Australian Volunteers Program and the World Summit of Nobel Peace Laureates.

Targets 17.2 and 17.9 are served by scholarship programmes for Afghan students and women with the Governments of Indonesia, Norway and the Netherlands, and Target 17.18 by UIII’s public reports on all 17 SDGs and its contributions to UI GreenMetric and the QS Sustainability ranking.

In 2026 UIII will continue to deepen these partnerships through joint publications, funded projects, student and staff mobility, training and policy contributions. This report complements the SDG 17 chapter of the UIII Sustainable Development Goals Report 2025/2026.
