SDG 10.6.11 Anti-Harassment Policy
Universitas Islam Internasional Indonesia
Universitas Islam Internasional Indonesia (UIII) has, as a body, a binding anti-harassment policy that applies to all students, lecturers, education staff and other members of the University. The policy was first created in 2021, when Rector’s Regulation No. 15 of 2021 on the Student Code of Ethics prohibited bullying, threats and violence and gave victims a right to psychological, legal and medical assistance. It was extended to every group in the University by the codes of ethics of 2023, and it was reviewed and strengthened in 2025 by Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025 on Strengthening an Inclusive and Anti-Discriminatory Campus, by Rector’s Regulation No. 12 of 2025 on the Prevention and Handling of Sexual Violence, and by Rector’s Decree No. 85/R/2025 appointing the Task Force for the Prevention and Handling of Sexual Violence (PPKS) for 2025–2027. Together these instruments prohibit sexual harassment, verbal and non-verbal violence, intimidation and bullying, including cyberbullying; provide confidential complaint channels and a formal examination procedure; protect victims and witnesses; and impose sanctions on those found responsible. UIII applies a zero-tolerance approach to harassment (Table 1).

1. The Anti-Harassment Policy
1.1. Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025
Issued on 2 January 2025 and signed by the Rector, the Circular is a binding guide for all work units and the academic community. In relation to harassment it:
1. commits UIII to a safe, fair and welcoming campus for all, regardless of ethnicity, religion, race, gender, social status or disability;
2. obliges every lecturer, education staff member and student to keep the work and learning environment free from discrimination, verbal and non-verbal violence, harassment, intimidation and bullying;
3. requires work units to run continuous dissemination, education and prevention programmes;
4. designates the Disability Services Unit, the Counselling and Mental Health Services Unit and the PPKS Task Force to receive complaints, provide assistance and follow up cases;
5. provides for firm sanctions, under the applicable rules, against anyone proven to have committed violence or discrimination.

1.2. Rector’s Regulation No. 12 of 2025 on the Prevention and Handling of Sexual Violence
The regulation establishes an integrated system for preventing and handling sexual violence at UIII, based on non-discrimination and the protection of victims. It sets out complaint mechanisms, the examination of reports, the protection of victims and witnesses, and sanctions, in line with Law No. 12 of 2022 on Sexual Violence Crimes. Rector’s Decree No. 85/R/2025 appointed the PPKS Task Force for 2025–2027, with representation by gender and faculty and at least two-thirds of its members women; its secretary is Prof. Nina Nurmila, Ph.D., a former commissioner of the National Commission on Violence against Women (Komnas Perempuan). The Task Force has two duties: prevention, through dissemination, learning and the strengthening of governance and campus culture; and handling, through services for victims (accompaniment, protection and recovery) and action on perpetrators, from examination to counselling, therapy or other rehabilitation.

1.3. Codes of ethics
Four codes of ethics make the prohibition of harassment binding on every group in the University (Table 2).
Table 2. Codes of ethics that prohibit harassment.
| Regulation | Subject | Anti-harassment content |
|---|---|---|

2. Prohibited Conduct and Protection of Victims
2.1. Zero tolerance
UIII applies zero tolerance to sexual harassment, physical and psychological violence and bullying. Academic Senate Regulation No. 1 of 2023, Article 2(k) and (l), commits the University to a safe and inclusive learning and working environment, free from bullying and sexual harassment, that upholds internationally recognised human rights.
2.2. Prohibited conduct
The codes of ethics prohibit:
1. threats or acts of violence between students and against other members of the University (Art. 6(h));
2. bullying, whether direct or through print, electronic or social media, including cyberbullying (Art. 4(o), 5(g), 6(k) and 7(e));
3. discrimination on grounds of ethnicity, religion, race, gender or social status (Art. 4(c), 5(a) and 6(c); Rector’s Regulation No. 5 of 2023, Art. 6(g));
4. sexual harassment and sexual violence (Academic Senate Regulation No. 1 of 2023; Rector’s Regulation No. 12 of 2025).
2.3. Rights of victims
Under Rector’s Regulation No. 15 of 2021, Article 8(c), a student or other member of the University who is a victim of violence or bullying is entitled to psychological assistance for recovery; legal assistance and protection, including security during the examination of the case; and medical assistance. Rector’s Regulation No. 12 of 2025 adds the protection of victims and witnesses in cases of sexual violence, and the Counselling and Mental Health Services provide free, confidential counselling.
3. Complaints, Investigation and Sanctions
3.1. Complaints and confidentiality
Any member of the University who knows of or experiences harassment or another violation may file a written complaint with supporting evidence, with the PPKS Task Force for sexual violence or with the responsible unit. The unit must examine the report and protect the confidentiality of the complainant (Rector’s Regulation No. 15 of 2021, Art. 13(4); Rector’s Regulation No. 3 of 2023, Art. 11(5)).
3.2. Code of Ethics Council
When a violation is reported or found, the Rector establishes an ad hoc Code of Ethics Council with an odd number of members, at least five (a chair, a secretary and three members), so that each case is examined objectively, and sanctions are imposed in accordance with the applicable code.
3.3. Handling units
The PPKS Task Force handles reports of sexual harassment and violence; the Counselling and Mental Health Services (Rector’s Decree No. 40/R/2025) provide psychological support to victims; and the Disability Services Unit (Rector’s Decree No. 40A/R/2025) receives complaints from persons with disabilities. In its QS World University Rankings: Sustainability submission UIII reported its anti-harassment policy as in place.
4. Application and Review
The anti-harassment provisions have been applied since the Student Code of Ethics of 2021, extended to lecturers, education staff and all members in 2023, and reviewed in 2025, when the Circular restated the prohibition for the whole University, Rector’s Regulation No. 12 of 2025 introduced an integrated system for sexual violence, and the Task Force was appointed for 2025–2027. The Task Force has since continued its awareness programme, with a campus-wide session for lecturers, staff, students, security and cleaning staff and for new students at the Orientation Week.
