SDG 10.6.2 Access to University: Tracking Applications and Admissions of Underrepresented Groups
Universitas Islam Internasional Indonesia (UIII) measures and tracks, as a body, who applies to the University, who progresses through each stage of selection, and who is finally admitted. Rector’s Regulation No. 17 of 2021 on New Student Admissions makes non-discrimination a binding principle of admission, “without distinction of religion, race, ethnicity, group, nationality, disability or minority status” (Art. 3(d)), and requires every admission cycle to be monitored, evaluated and reported (Art. 22–23). The UIII Admissions Portal (admissions.uiii.ac.id), the only channel through which applications are accepted, is the instrument of that monitoring.
The portal records every applicant’s gender, citizenship, nationality, date of birth, degree level, study programme, scholarship scheme and application fee status, and reports the number of applicants in each group at every selection stage. This allows UIII to measure applications and admissions of women, low-income students, students from low- and middle-income and conflict-affected countries, non-traditional students, students with disabilities and disadvantaged Indonesian groups, and to check whether its positive measures, the application fee waiver and the targeted scholarship channels, actually reach them (Table 1).

1. Institutional Mandate to Track Admissions
1.1. Rector’s Regulation No. 17 of 2021 on New Student Admissions
The regulation implements Article 15(3) of the UIII Statute (Government Regulation No. 23 of 2019). Article 3(d) defines non-discrimination as admitting new students without distinguishing religion, race, ethnicity, group, nationality, disability or minority status. A principle of this kind can only be verified if the University knows the composition of its applicant pool and of its admitted cohort, and the regulation therefore builds measurement into admission itself:
1. Every applicant passes through the same eight stages: announcement, registration, administrative selection, document review, interview, background check for foreign nationals, plenary meeting, and determination and announcement of results (Art. 12), so that applicants from each group can be counted at each stage;
2. Admission decisions are taken in a plenary meeting of the Rector, Vice Rectors, University Secretary, Deans and the reviewers and interviewers, and recorded in minutes (Art. 19);
3. The unit responsible for academic and student affairs monitors and evaluates every admission cycle and uses the results as the basis for the next cycle (Art. 22);
4. The selection committee reports on implementation to the Vice Rector for Academic Affairs, Student Affairs and Human Resources after every cycle (Art. 23).

1.2. Inclusive campus policy
Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025 on Strengthening an Inclusive and Anti-Discriminatory Campus reaffirms this commitment for the whole University in the 2025 reporting year.

2. How the Admissions Portal Tracks Applicants
2.1. A single channel and a complete applicant record
Applications are accepted only through the admissions portal; applications sent by e-mail or submitted offline are not accepted. There is therefore no applicant whom the University cannot count. Each applicant creates an account recording gender, citizenship (Indonesian, WNI, or foreign, WNA), nationality, date of birth, faculty, degree level and programme, and every later document, including the Application Fee Waiver Form and scholarship applications, is attached to the same record.
2.2. Disaggregated dashboard
The portal dashboard aggregates these records for each admission batch. Its Registered, Progress, Country, Study Program, Dual Degree and Summary views report registered and submitted applicants by degree level and by gender; the number who passed or were declined at administrative selection, desk review and interview; the number of application fee records uploaded, declined, verified and waived; and applicants by country, with separate views for Indonesian applicants, foreign applicants and INSANI scholarship applicants. A Country Recap by Nationality and Gender cross-tabulates registered, submitted and passed applicants by nationality and sex, so that the progress of, for example, women applicants from Afghanistan or Yemen can be followed through selection. The figures can be exported to Excel for the evaluation and reporting required by Articles 22 and 23.

administrator module)
3. Groups Tracked and How They Are Measured
3.1. Identification of each group
Each group named in the metric is identified in the portal through a defined field, module or scholarship channel:
1. Women: gender is a mandatory field, reported by degree level, nationality and selection stage. The admissions page and guide state that “minorities, women, and individuals with disabilities are encouraged to apply”, and the Norway-UIII and Netherlands-UIII scholarships enable Afghan women to study for master’s and doctoral degrees.
2. Low-income students: applicants in financial need request exemption from the application fee (Art. 14(3)); each request is recorded and decided in the Registration Fee Verification module (Section 3.2).
3. Students from low- and middle-income and conflict-affected countries: nationality is recorded for every applicant and mapped to the World Bank income classification. The same field identifies applicants for the PEMRI-UIII Scholarship (Afghanistan) and the INSANI-UIII Scholarship (17 named countries including Palestine, Somalia, Sudan, Syria and Yemen), which the dashboard reports as a separate group.
4. Refugee and displaced students: identified through nationality, country of residence and the grounds stated in the fee waiver request. While the portal does not record refugee or displacement status as a separate field, it features a dedicated Country filter/tab to track and display applicant details by country of origin.
5. Non-traditional students: date of birth is recorded, and mid-career applicants are admitted under the age-limit exemption for researchers, academics, teachers and lecturers (Art. 10(2)(b) and 10(3)(b)), together with applicants from non-linear academic backgrounds and Executive Class programmes.
6. Students with disabilities: applicants declare a disability and well-being status in the application via a Mental Health Questionnaire (including SRQ-20), and the condition is verified by certified medical and psychological assessment so that accommodation can be arranged. The LPDP affirmative scheme opens places at UIII for persons with disabilities.
7. Ethnic minorities and disadvantaged Indonesians: Article 3(d) prohibits distinction by ethnicity and minority status. The LPDP affirmative scheme covers applicants from designated affirmative regions (3T), low-income/underprivileged backgrounds, Papuan students, and persons with disabilities, as tracked by the portal through nationality, province of origin, and supporting documentation.
3.2. Application fee waiver tracking
The application fee is IDR 750,000 for Indonesian and USD 50 for international applicants (Art. 14(2)). An applicant who demonstrates financial need uploads the Application Fee Waiver Form, and UIII decides on the basis of the applicant’s demonstrated inability to pay. In the Registration Fee Verification module each record is tagged “Approved by Payment” or “Approved by Waiver”, so the number of low-income applicants and their progress through selection are counted for every cycle. Because the waiver tag stays on the applicant record, waiver recipients can be identified at the scholarship stage as applicants with documented financial need.

4. Applications and Admissions Tracked in 2025
Tables 2 to 3 report what the portal recorded for the 2025 admission cycle. As shown in Table 2, a total of 4,531 applicants registered in the admissions portal (3,410 men and 1,121 women). Out of these registrations, 588 applicants submitted their completed applications. Following the selection stages, 426 applicants passed administrative selection, 339 passed the desk review, and 267 successfully passed the interview. Additionally, 10 application fee waivers were approved during this cycle.

Tracking continues through to enrolment. At the 2025 Convocation Week on 15 September 2025, UIII enrolled 190 new students, 154 in master’s and 36 in doctoral programmes. Of these, 98 are international students from 28 countries, including Afghanistan, Algeria, Egypt, Nigeria, Palestine and Uganda; the cohort includes a graduate of Al-Azhar University Gaza admitted to the master’s programme in Turath (Classical Islam). Scholarships were awarded to 161 students of the 2025 intake.
