SDG 8.5 Proportion of Employees on Secure Contracts
Universitas Islam Internasional Indonesia
Universitas Islam Internasional Indonesia (UIII) employs its lecturers and administrative staff on secure terms. Under Rector’s Regulation No. 4 of 2025 on the UIII Personnel System, civil servants and permanent university employees are appointed for an indefinite period until the statutory retirement age, and new employees become permanent after a one-year probation as candidate employees. UIII does not rely on part-time or casual workers for its core academic and administrative functions.
According to the records of the Directorate of Organisation, Personnel and Law, UIII had 169 employees in December 2025, of whom 169, or 100 per cent, were on contracts of more than 24 months (Table 1).

Instruments: Government Regulation No. 23 of 2019 on the UIII Statute; Rector’s Regulation No. 4 of 2025 on the UIII Personnel System; Rector’s Regulation No. 5 of 2025 on Salaries and Other Income
1. Path to permanent status. New lecturers and staff, whether civil servants or non-civil servants, are recruited through an open process and appointed as candidate employees. After a one-year probation and evaluation, they are appointed as permanent employees, without annual renewal of their contracts.
2. Employment until retirement. Permanent employees remain employed until the statutory retirement age, unless dismissed under the procedure in Articles 69–72 of Rector’s Regulation No. 4 of 2025.
3. Rights attached to permanent employment. Permanent employees receive salary, allowances and other income according to grade, position and performance (Rector’s Regulation No. 5 of 2025), health and employment social security through BPJS Kesehatan and BPJS Ketenagakerjaan, leave, and opportunities for professional development.
SDGs Relevance: Decent Work and Economic Growth (8.5, 8.8)
4. Method
1. Employees are counted by headcount from the personnel records of the Directorate of Organisation, Personnel and Law as at December 2025.
2. A contract is counted as secure if it runs for more than 24 months; appointments until retirement age meet this definition.
3. Proportion = employees on contracts of more than 24 months ÷ total employees × 100.
