2. Legal and Policy Framework

Law No. 8 of 2016 on Persons with Disabilities guarantees persons with disabilities the right to work without discrimination and to reasonable accommodation, and requires government institutions and state-owned enterprises to employ persons with disabilities as at least 2 per cent of their employees (Art. 53). UIII’s own instruments support these rights:

1. Non-discrimination. Rector’s Circular No. 1c/Rek/UIII/SE.01/1/2025 (jdih.uiii.ac.id/detail/474) commits UIII to equal opportunities, access and services regardless of physical ability, guarantees the rights of people with disabilities, and requires every lecturer and staff member to keep the workplace free from discrimination, harassment and bullying, with sanctions for violations.

2. Disability-friendly work units. The same circular requires all work units to develop disability-friendly programmes and services and to provide disability-friendly facilities in all faculty buildings and work units.

3. Disability Services Unit. Rector’s Decree No. 40A/R/2025 established the Technical Implementation Unit for Disability Services, which receives complaints, provides assistance and follows up cases for members of the University with disabilities.

4. Open recruitment. UIII’s Statute requires a personnel system that is open and performance-based (Government Regulation No. 23 of 2019, Art. 52(2)), and Rector’s Regulation No. 4 of 2025 sets open, staged recruitment published on the UIII careers page.

3. Accessible Workplace

All completed campus buildings follow universal accessibility principles, so that employees with disabilities can reach and use every workplace (Table 3).

SDGs Relevance: Decent Work and Economic Growth (8.5), Reduced Inequalities (10.2, 10.3), Sustainable Cities and Communities (11.7)

4. Method

2. Employees with disabilities: employees recorded as persons with disabilities or identified through the voluntary self-declaration form based on the Washington Group Short Set, each counted once.

3. Disclosure is voluntary; the figure is therefore a minimum count.
